General
Woodinville Little League (WLL) will enforce the
Little League (LL) baseball (BB) official regulations & official playing rules
(green book) as modified by the following local rules.
All teams will have a WLL approved manager & no more than 2 official coaches at
a game.
At least 1 coach or other adult approved volunteer must be assigned to the
dugout.
Base coaches can be a combination of players & adults. Players who are base
coaches must wear a helmet at all times.
The home team shall prepare game ‘Field’. (see
below)
The visitor team shall
provide the plate umpire. The home team shall provide the field umpire when
used.
The home team shall provide
WLL issued game balls.
WLL pitcher rules will
strictly enforce the green book regulation VI. WLL will further restrict
pitchers as indicated in ‘Rules by Level’.

The manager must remove the
pitcher when the pitcher reaches the limit for his/her age group, but the
pitcher may remain in the game at another position.
·
Exception: If a pitcher
reaches the limit imposed for his/her league age while facing a batter, the
pitcher may continue to pitch until any one of the following conditions occurs:
o
That batter reaches base.
o
That batter is put out.
o
The 3rd out is
made to complete the half-inning.
·
A pitcher who delivers one
or more pitches in a game cannot play the position of catcher for the remainder
of that day.
·
Pitchers league age 16 and
under must adhere to the following rest requirements.
o
If a player pitches 61 or
more pitches in a day, 3 calendar days of rest & a game rest must be observed.
o
If a player pitches 41-60
pitches in a day, 2 calendar days of rest & a game rest must be observed.
o
If a player pitches 21-40
pitches in a day, 1 calendar day of rest must be observed.
o
If a player pitches 1-20
pitches in a day, 0 calendar day of rest must be observed.
·
Pitchers league age 17-18
are per green book regulation VI(d).
·
A player may not pitch in
more than 1 game a day.
·
Failure to comply with any
of the above pitcher rules is a ‘Rule Violation’. (see below).
A manager, coach or adult approved volunteer must
not warm up a pitcher at home plate, in the bullpen, or elsewhere at any time.
All levels of play will use a continuous batting
order during regular season.
No batting practice before games using any type of
ball or batting stick.
There is absolutely no on deck batter. There is
absolutely no swinging the bat, except when in the batter box.
Throwing a bat will result in warning for first
offense and automatic out for each subsequent offense.
Fields
Preparation depends on game
location per the following instructions.
·
At Carol Edwards Center
(CEC) Woodinville City fields.
o
Mount break-away bases.
o
Chalk (2) batter boxes – 4”
from left & right side edge of home plate, from mid home plate extend 3’ toward
pitcher mound, right & left rectangle 3’ wide x 6’ long.
o
Chalk base lines through 1st
& 3rd base to the outfield grass.
o
There will be no chalk on
any grass.
o
Chalk (2) coach boxes –
from back outside corner of 1st & 3rd base, 6’ from the
foul line, extend 3 sided rectangle toward home plate, at 1st & 3rd
base 4’ wide x 8’ long.
o
1st base running
lane – from back outside corner of 1st base, 3’ from foul line,
parallel to foul line extend line toward home plate to 30’.
o
There will be no home run
marking of any kind on the outfield grass.
·
At Northshore Athletic
Fields (NAF).
o
Refresh break-away bases.
o
Use template to refresh
chalk batter boxes.
o
Refresh chalk base lines
through 1st & 3rd bases to the outfield grass.
o
There will be no chalk on
any grass.
o
Chalk (2) coach boxes –
from back outside corner of 1st & 3rd base, 6’ from the
foul line, extend 3 sided rectangle toward home plate, at 1st & 3rd
base 4’ wide x 8’ long.
o
1st base running
lane – from back outside corner of 1st base, 3’ from foul line,
parallel to foul line extend line toward home plate to 30’.
o
Do not chalk team logo.
·
At Northshore School
District (NSD) fields.
o
Mount break-away bases.
o
Chalk (2) batter boxes – 4”
from left & right side edge of home plate, from mid home plate extend 3’ toward
pitcher mound, right & left rectangle 3’ wide x 6’ long.
o

Setup cones for the home
run line as indicated in ‘rules by level’, extend foul lines from 1st
& 3rd base to home run line when possible.
o
After game is completed and
equipment stored, rubber covers are required over base posts.
Rule Violations
·
Rule violations
are subject to WLL standard punishment as follows.
o
1st
offense, manager receives a warning.
o
2nd
offense, manager is suspended for 1 game.
o
3rd
offense, manager is suspended for remainder of season.
Overview
Rules by level
TBall (TB)
1.
Games are 4 innings or 1½
hrs from scheduled start time, whichever comes first.
a)
Rainout makeup at
discretion of managers.
b)
Rainouts may be rescheduled
by managers during their practice times.
2.
Safety balls issued by WLL
(no hardballs) will be used for all games & practices.
3.
Throw down bases may be
used on fields without in-ground base posts. Base paths may be from 50’ to 60’
in length. If field has in-ground base posts, break away bases are required.
4.
Batting is off a tee. There
is no coach pitch allowed at any time.
5.
Each team shall bat the
entire roster each inning regardless of the number of outs or runs scored.
a)
The offensive manager will
call ‘last batter’ when they are about to complete an inning.
b)
The ‘last batter’ and all
base runners can run around all the bases after the ball is hit.
6.
There shall be no
strikeouts in TB.
7.
Each batter is given 3
swings at the ball on the tee.
a)
A 4th swing is
allowed, if the 3rd swing resulted in a foul ball.
b)
A coach or manager may help
a child hit the ball after the 3rd or 4th swing.
8.
Leading off, stealing &
sliding are not allowed.
9.
Players may advance only 1
base after the ball is hit except as noted below.
a)
For a ground rule double
that travels beyond the players in the outfield.
b)
When the batter is the
‘last batter’ in the inning.
10.
All players play the field
each inning and shall be rotated through all positions.
11.
A team may have up to 2
coaches in the outfield (left & right) when on defense.
12.
No scores or standings are kept for TB.
Rookie (RK)
1.
Games are 6 innings or 1½
hrs from scheduled start time, whichever comes first.
a)
Rainout makeup at
discretion of managers.
b)
Rainouts may be rescheduled
by managers during their practice times.
2.
All players should play a
minimum of 3 defensive innings or 9 defensive outs.
3.
Safety balls issued by WLL
(no hardballs) will be used for all games & practices.
4.
Base paths are 60’ in
length.
5.
Defensive side will have 6
infielders (pitcher, catcher, 1st base, 2nd base,
shortstop & 3rd base) & 4 outfielders.
6.
Catchers must wear an
athletic cup & complete catcher gear (catcher helmet with throat guard, long
model chest protector, leg guards & catcher’s mitt is recommended but not
required).
7.
Mechanical machine pitch
operated by adult for all innings. Short distance pitching is allowed.
8.
The offensive side is
retired after 3 outs or 5 runs, whichever comes first.
a)
It is possible for more
than 5 runs to score in an inning if the last play results in multiple runs
scored from a ground rule double or home run.
9.
Each batter will be allowed
a maximum of 5 official pitches & the batter should be encouraged to swing at
all pitches.
a)
No ball/strike count will
be kept.
b)
There will be no walks.
c)
If the fifth pitch is hit
foul, the batter will be given one more pitch.
d)
If the batter fails to hit
the ball after the maximum number of pitches, he/she shall be called out.
10.
Leading off, stealing &
sliding are not allowed.
11.
No extra bases on
overthrows.
12.
There is no infield fly
rule.
13.
A fly ball hit beyond the
marked home run line will be a home run. A ball which rolls or bounces beyond
the marked home run line will be a ground rule double.
a)
On NSD fields the homerun
line shall be marked at 120’ from home plate.
14.
No scores or standings are kept for RK.
AA
1.
Games are 6 innings or 2
hrs from scheduled start time, whichever comes first.
a)
Rainout makeup at
discretion of managers.
b)
Rainouts may be rescheduled
by managers during their practice times.

All players should play a
minimum of 3 defensive innings or 9 defensive outs.

For the 1st 3
innings, each batter will be allowed a maximum of 5 official pitches & the

If the batter fails to hit

or more pitches in a game cannot play the position of catcher for the remainder
of that day.
c)
A pitcher may not pitch
more than 1 inning in a calendar week (Sunday to Saturday).
d)
A pitcher may not pitch on
consecutive days.
e)
A pitcher throwing more
than 40 pitches in a game must observe 2 calendar days of rest & a game rest.
For example, a pitcher that throws 41 pitches on Saturday may not pitch again
until Tuesday assuming the team/player (not as pitcher) has played 1 game on
Sunday (1st day of rest) or Monday (2nd day of rest), if
the team has not played 1 game then a player pitcher must not pitch until the
team/player (not as pitcher) has played 1 game (may be more than 2 calendar days
rest).
f)
The coaching staff will
manage their own pitcher records & may use an official pitch count scorekeeper.
Periodic reporting will be made to WLL coaching coordinator. Failure to comply
with any pitcher rule is a ‘Rule Violation’.

A base runner will be
allowed to advance one base on overthrows.
15.
There is no infield fly
rule.
16.
On NSD fields, the homerun
line shall be marked 120’ from the rear tip of home plate.

marked home run line will be a home run.
b)
A ball which rolls or
bounces beyond the marked home run line will be a ground rule double.
c)
On NSD fields the homerun
line shall be marked at 120’ from home plate.
17.
No scores or standings are kept for AA.
AAA
1.
Games are 6 innings or 2
hrs from scheduled start time, whichever comes first.
a)
Rainout makeup at
discretion of managers.
b)
Rainouts may be rescheduled
by managers during their practice times.
c)
A game ending in a tie
after 6 innings or 2 hrs will be considered a regulation game ending in a tie &
will not be continued later.
2.
All players should play a
minimum of 3 defensive innings or 9 defensive outs.
3.
Safety balls issued by WLL
(no hardballs) will be used for all games & practices.
4.
Base paths are 60’ in
length.
5.
Defensive side will have 6
infielders (pitcher, catcher, 1st base, 2nd base,
shortstop & 3rd base) & 3 outfielders (left, center & right).
6.
Only a player may act as a

rule.

On NSD fields, the homerun

Minors (MN)
1.
Games are 6 innings or 2
hrs from scheduled start time, whichever comes first.
a)
No new inning will start
with less than 10 minutes remaining before the scheduled end time.
b)
At the 2 hr mark, the
current batter will complete the at bat and the umpire will call the game
complete.
c)
If there is no other game
scheduled on the field, the current inning will be allowed to complete and the
game will come to an end, even if less than 6 innings have been played. If the
score is tied, the game may continue with extra innings until the game is
decided or until the game is called ‘for reason of darkness’.
2.

The home team is responsible for
providing the official pitch counter for both teams. This person may be the home
team scorekeeper or a person working with the scorekeeper. It may not be a
manager or a coach.
b)
Each team manager is
responsible for communicating with the official pitch counter and knowing when a
pitcher has reached the maximum pitch & must be replaced.
c)
The game pitch count will
be reported with the game score by the home team to the coaching coordinator.
Pitch count statistics will be tracked & reported on the WLL website.
d)
In the pre-game meeting
between managers & umpires, pitcher eligibility for the game will be discussed.
e)
Failure to comply with any
WLL or LL pitcher rule is a ‘Rule Violation’.
f)
A pitching violation will
result in a forfeiture of the game in which the violation occurred if the
violation is discovered before the next game is played. If discovered during the
game, play will revert back to the point at which the violation occurred and
then continue from that point with an eligible pitcher.
8.
Leading off is not allowed.
a)
A base runner may not lead
off from an occupied base when the pitcher is on or astride the pitcher rubber
or in the process of pitching the ball.

Majors (MJ)

Games are 6 innings or 2
hrs from scheduled start time, whichever comes first.
a)
No new inning will start
with less than 10 minutes remaining before the scheduled end time.
b)
At the 2 hr mark, the
current batter will complete the at bat and the umpire will call the game
complete.
c)
If there is no other game
scheduled on the field, the current inning will be allowed to complete and the
game will come to an end, even if less than 6 innings have been played. If the
score is tied, the game may continue with extra innings until the game is
decided or until the game is called for ‘reason of darkness’.
d)
If a game ends because of
the 2 hr time limit or because of darkness, the game winner will be declared as
